ROBERT T. RICHARDS, Esq.  
Entered into eternal rest on Monday, December 31, 2018. Beloved husband of Laura Richards. Also survived by a daughter, Monica Frazier (Matthew); a son, Robert Samuel Richards; two grandsons, Quinn and Owen Frazier; sister, Florine Harris (Robert); niece, Michelle Suber; an aunt, Florence Vaughn and many other relatives and friends. Services will be held on Tuesday, January 8, 2019 at St. Timothy's Episcopal Church, 3601 Alabama Ave., SE, Washington, DC. Visitation will be from 10 a.m. until the time of service at 11 a.m. Arrangements by HODGES & EDWARDS FUNERAL HOME.  Bob was born in 1943, in Hartford, CT, to Robert Tilghman and Frances (Vaughn) Richards. Bob defied expectations by living a long and active life with sickle cell anemia. After graduating from the University of Hartford and Temple University Law School, Bob was among the coterie of young lawyers who practiced with Austin Norris, Esq., one of Philadelphia's preeminent attorneys. Upon relocating to Washington, DC in the 1980s, Bob served as Chief of Staff to Councilmember Carol Schwartz (R-At Large). He was a presidential appointee to the US Department of Housing and Urban Development under Secretary Jack Kemp and later served as housing director for the State of Virginia. Bob was a quintessential community activist. Highlights include his many years of service as chair of the Frederick Douglass Housing Corporation and three terms on Advisory Neighborhood Commission 7B.
